BETHESDA, Md., Jan. 20 () -- A new omnibus rule enhances a patient's privacy, provides individuals new rights to their health information and strengthens enforcement, a U.S. official says. "Much has changed in healthcare since Health Insurance Portability and Accountability Act of 1996 was enacted more than 15 years ago," Kathleen Sebelius, secretary of the U.S. Department of Health and Human Services, said in a statement. Patients can ask for a copy of their electronic medical record in an electronic form.
