Teachers of Pittsburg's 9,400 students are still angry over a contract the school board imposed last summer after a weeklong strike and two years of bitter negotiations. The hard feelings have made it difficult to address the low test scores of Pittsburg students. Nearly 40 percent of Pittsburg students are Latino, and an increasingly vocal contingent of Latino parents say their children's needs are not being met. The state and federal governments issued reports recently saying that Pittsburg was not following legal requirements in educating its non-English speaking students. Two current board members have decided not to run for re-election, and some community members are circulating a petition calling for a recall campaign next year to oust the remaining three board members.
